Is it fair to expect businesses to solve social problems, or is that the role of government and nonprofits?

no because buisnesses have no reasoning to be involved in every social issue but in todays world they tend to be dragged in to the economic side of issues

Nonprofits should provide support but ultimately it is up to the people to decide what business and brands align with their views
